Registry operator United TLD Holdco, Ltd. has announced the next of its new gTLDs to launch into Sunrise will be .ARMY, .AIRFORCE, .NAVY, and .VET as follows:

During the Sunrise Phase, trademark rights holders may register their domain names provided that the term applied for is in the Trademark Clearinghouse (TMCH), with multiple applications for the same domain resulting in an auction. The initial term of registration for a domain is one year.

Please note that there will not be a Landrush Phase for these TLDs, but an Early Access Program (similar to Donuts EAP) with domains available to all, followed by General Availability, wherein domains will also be available to register on a first-come, first-served basis.

During EAP and General Availability, domains may be registered for 1–10 years.

IDNs are available for these TLDs in French, Spanish, and English.

Regulated and Military TLDs

Please note that United TLD classifies .VET as a “Regulated TLD” and .ARMY, .AIRFORCE, and .NAVY as “Military TLDs.”

Safeguards for Regulated TLDs:

Registrants are required to comply with all applicable laws, including those that relate to privacy, data collection, consumer protection (including in relation to misleading and deceptive conduct), fair lending, debt collection, organic farming, disclosure of data, and financial disclosures. Additionally, if a Registrant collects and maintains sensitive health and financial data, they must implement reasonable and appropriate security measures commensurate with the offering of those services, as defined by applicable law.

Safeguards for Highly-Regulated TLDs:

Registrants must provide the Registrar with administrative contact information, which must be kept up-to-date, for the notification of complaints or reports of registration abuse, as well as the contact details of the relevant regulatory, or industry self-regulatory, bodies in their main place of business. Additionally, Registrants must possess any necessary authorizations, charters, licenses, and/or other related credentials for participation in the sector associated with this Highly-Regulated TLD and report any material changes to the Registrant’s authorizations, charters, licenses, and/or other related credentials for participation in the sector associated with the Highly-Regulated TLD.

Safeguards for Military TLDs:

Registrants must represent that they will take steps to ensure against misrepresenting or falsely implying that the Registrant or its business is affiliated with, sponsored, or endorsed by one or more country’s or government’s military forces if such affiliation, sponsorship, or endorsement does not exist.

Restriction on the Sale of .NAVY and .AIRFORCE to Australian Residents:

Please note that pursuant to Australian Defence Regulation 1957, No. 16, individuals and businesses who are subject to Australian law are prohibited from using the words “Navy” and “Air Force” in connection with a trade or business. Consequently, selling or distributing domain names to consumers based in Australia may also be prohibited.

Registry operator dotversicherung-registry GmbH has announced the launch of its new gTLD .VERSICHERUNG (see details below). In the German-speaking community, the noun “versicherung” is an important and frequently used keyword for Internet marketing relating to insurance services.

During the Sunrise Phase, trademark rights holders may register their domain names on a first-come, first-served basis provided that the term applied for is in the TMCH.

Please note this is a restricted TLD as follows:

  • The content of websites must include insurance-related topics and must be active within six months; usage for email purposes is sufficient.
  • Registrants must be based in the countries of Austria, Germany, Liechtenstein, and Switzerland and must be in one of the following categories:

o   Governments

o   Governmental organizations regulating the insurance industry

o   Organizations and individuals (sole proprietors) that are recognized and registered members of the insurance industry community:

-       Primary insurers, reinsurers, and social insurers with an authorization within the legal framework for the insurance industry in the respective countries

-       Insurance agents and insurance intermediaries with an authorization within the legal framework for the insurance industry in the respective countries

-       Registered associations of the insurance industry at an official public register

-       Educational institutions of the insurance industry

-       Service providers of the insurance industry

Validation of Registrants:

Upon registration of a .VERSICHERUNG domain, the registrant’s affiliation to the insurance industry is checked immediately and subsequently re-evaluated yearly.

The use of WHOIS proxy and/or privacy services for domain registrations is not permitted.

Registrants who collect and maintain sensitive health and financial data must implement reasonable and appropriate security measures commensurate with the offering of those services, as defined by applicable law.

Domains may be registered for a period of from 1–10 years and are available under the European IDN set (as used in the .DE ccTLD).

.网址 (.xn--ses554g) – Chinese for “network address”/URL

Registry operator Hu Yi Global Information Resources (Holding) Company Hong Kong Limited is now offering domain names under its new gTLD .网址 (Chinese for “network address”) as part of a bundle with new registrations, or new renewals of current registrations of (CN) keywords and (CN) wireless keywords on a first-come, first-served basis. Note that domains will not be available for direct registration without these keywords and wireless keywords.

Please note that the registry will not reserve the equivalent domain name under .网址unless you have registered both the keyword and wireless keyword, and it will be necessary to register the wireless keyword equivalent, if still available, to block a third party from being able to obtain the domain name. It will then be possible to upgrade later.

The registry has also increased the renewal prices of keywords and wireless keywords registered before 2 August 2014.

 .HAMBURG – Limited Registration Phase

 Registry operator Hamburg Top-Level-Domain GmbH has advised that it will now also conduct a Limited Registration Phase, wherein it will only accept domain name registrations for the Free and Hanseatic City of Hamburg’s own purposes, or in favor of or by related third parties. This phase will take place between Sunrise and General Availability as follows:

Apart from the limitation of eligible registrants, the regular .HAMBURG registration policies will apply during the Limited Registration Phase: one of the WHOIS contacts must have an address in the metropolitan area of Hamburg (no documents are required), and domains must also be in use within twelve months with content related to eligibility.

.WANG – 2-character premium names open for application

Registry operator Zodiac Registry Limited has announced its intention to release certain reserved premium names under .WANG, which were initially reserved by ICANN:

  1. Two-character strings that are not listed in the ISO 3166-1:  http://en.nic.wang/download/Available_Two-Character_Domain_List.pdf
  1.             Three-character strings previously reserved by the registry: http://en.nic.wang/download/Available_Three-Character_Domain_List.pdf

Four types of applicants will be eligible to submit applications for matching .WANG domains in the following priority order:

  1. Category A: holders of a matching .COM domain registered before 30 June 2014; i.e., owner of AB.COM can register AB.WANG.
  1. Category B: holders of a matching .CN domain (including .COM.CN/.NET.CN/.ORG.CN) registered before 30 June 2014; i.e., owner of AB.CN can register AB.WANG.
  1. Category C: trademark holders whose names are shown in the Name Collision List (the matching marks should have been validated by TMCH before 30 June 2014).
  1. Category D: holders of matching .NET or .ORG domains registered before 30 June 2014; i.e., owners of AB.NET or AB.ORG can register AB.WANG.

Domains in operation will have priority over those that are not in use. Applications from the same category will be allocated on a first-come, first-served basis. Applications may be submitted until 12 September 2014 and the registry will review eligible applications during the Allocation Period, which is set to run from 18 September 2014 to 22 October 2014.

Two-character names: The registry has requested the release of two-character domains by ICANN and ICANN is set to approve them on or around 4 September 2014. Note this action has not been finalized and the registry may need to cancel the release.

Maximum names limitation: In the event the number of applications for two-character domains exceeds 33 and the number of three-character domains exceeds 67, the registry will limit the total number of applications to 100. Applications exceeding 100 will not be accepted and the application fees will be refunded to applicants.

Domains under .商标 are open only to individuals, enterprises, or organizations holding valid trademark registrations or applications (which have not been invalidated or refused for registration).

Proof of registration or application must be issued by a recognized intellectual property organization of a nation/territory/region (excluding states, provinces, cities, etc.) or a member state of the Madrid Protocol.

Accepted categories of trademarks (or trademark applications) are:

-       Pure text trademarks

-       Composite text and figurative trademarks

-       Figurative trademarks with identifiable text

Characters must be in either Chinese (simplified Chinese or traditional Chinese), Latin characters, or Arabic digits 0–9. Characters such as ‘&’ and ‘@’ contained in a trademark must be replaced by hyphens, while empty spaces in a trademark must either be omitted or replaced by hyphens.

Acceptable domain names:

-       Domain names consisting of the whole trademark name as shown on the registration proof or the application proof.

-       Registration based on a complete name which constitutes an independent part of the trademark as shown on the registration or application proof. Disclaimed words in a trademark registration/application can be omitted from the domain name.

A domain can consist of a combination of the trademark and its registration/application particulars as follows, provided that each part remains complete and retains the meaning in the registration/application proof:

-       A corresponding designated place.

-       Name of an administrative region or geographical area within the corresponding designated place.

-       The goods/services designated in the trademark registration or application (as per current Nice Classification).

-       Names of goods/services of a similar class to the goods/services designated in the trademark registration or application (as per current Nice Classification).

-       Name of the trademark registrant or applicant.

-       A trade name or description of the nature of business which forms part of the name of the trademark registrant or applicant.

Upon registration of a Chinese domain name, the corresponding traditional or simplified Chinese characters (and all other variant versions of the same Chinese characters) will be automatically reserved.

If the original registered IDN label is deleted, all of its traditional and simplified labels will be deleted from the zone file and its variant labels will be unblocked.

For series trademarks comprising of trademarks in both simplified Chinese and traditional Chinese, the relevant domain name in both language versions can be activated for use.

It will be necessary to provide the following documents in order to register a domain:

  1. Scanned copy of the applicant’s identification (business license, business registration certificate, organization code certificate, or personal identity card);
  2. Scanned copy of a valid trademark certificate, or for trademark applications, a scanned copy of application proof (including, but not limited to, proof of acceptance or submission of the trademark application or trademark application form);
  3. Scanned copy of other registration proof (if applicable), including but not limited to proof of trademark renewal, transfer, variation, etc;
  4. Scanned copy of the signed domain registration undertaking.

Domain names registered on the basis of a trademark application can only be unlocked for use after submitting registration proof issued by a recognized intellectual property organization of the relevant designated place and after the registry has approved such proof.

Domains based on trademark registrations can be registered and renewed for a period of from 1–10 years, while domains based on trademark applications may only be registered for a one-year period, can only be renewed once and for a fixed period of one year.

Where a domain name resolves to a website, the website should be connected to business relating to the underlying trademark.

During the Sunrise Phase, trademark rights holders may register their domain names on a first-come, first-served basis provided that the term applied for is in the TMCH and they meet the eligibility requirements described above.

The Priority Registration period is open to all applicants who meet the eligibility requirements described above. At the end of the Priority Registration Period, if there are multiple applications for the same domain, holders of valid trademark registrations will be given priority over those having a valid trademark application. Sunrise-eligible rights holders submitting applications under this period will be given the same priority as registered trademark holders, with multiple applications for such domains resulting in an auction (the auction period will run from 7 to 11 December 2014).

Domains under General Availability will be offered on a first-come, first-served basis to all applicants meeting the eligibility requirements as described above.

.OVH

Registry operator OVH SAS has announced the launch of its new gTLD, .OVH, as follows:

New gTLDs Currently Running

.NYC, which has now entered into its 60-day Landrush phase, has been featuring in the news this week with an article at domainnews.com.

New York City’s Mayor Bill de Blasio has been urging New Yorkers to “claim their piece of the City’s high-demand digital real estate” with a .NYC domain.

Meanwhile, an outreach campaign to celebrate the people, places, and ideas that make New York unique, promote the new .NYC domain, and encourage New Yorkers to “own it” will commence with a “Moment to Own It” countdown wherein New Yorkers will be enlisted to help identify and reveal the City’s Top 100 “Own It” moments. The campaign will involve advertising on bus shelters, newsstands, and radio, as well as digital and social media outreach.
